Raises the prevailing wage contract threshold from $100,000 to $500,000 for new construction projects and from $15,000 to $45,000 for alterations, repairs, renovations, and demolition work.

Establishes fixed prevailing wage rates based on collective bargaining agreements that have prevailed for 4 of the last 5 years or are projected to prevail for 5 consecutive years, eliminating the need for annual surveys in certain situations.

Eliminates the Prevailing Wage Advisory Council that was created in 1999 with 10 representatives from construction industry organizations, as the Council had no active members and had not met for approximately 10 years.

Creates a new Prevailing Wage Advisory Committee with 7 members (2 House representatives, 2 Senate members, the Labor Secretary as chair, 1 Delaware Building and Construction Trades Council member, and 1 Associated Builders and Contractors member) tasked with advising the General Assembly on improving or eliminating the prevailing wage survey.

Requires the new Advisory Committee to submit a report to the General Assembly by January 20, 2016, with the committee's first meeting to occur no later than August 1, 2015.
