Establishes a one-time fee of no more than $100 for all applicants seeking their first educator license in Delaware, whether initial, continuing, or advanced.

All collected fees shall be deposited into the General Fund.

Rules and regulations implementing this fee must be approved by the State Board of Education.

Aims to reduce processing burden on the Department of Education by discouraging out-of-state applicants who apply only to seek reciprocity in other states without intent to work in Delaware.

Delaware currently processes approximately 1,000-2,000 applications annually from out-of-state applicants who do not become employed in the state.
