Requires each executive branch agency to conduct a periodic review of its regulations every 4 years, beginning no later than January 1, 2016, to identify regulations that should be modified or eliminated.

Mandates agencies solicit public input during their assigned 3-month regulatory review period through at least one public hearing in each county, and accept recommendations by mail, fax, online submission, and in-person testimony, including anonymous submissions.

Limits review scope to regulations adopted by the agency 4 or more years ago pursuant to the Administrative Procedures Act for which the agency has direct promulgating authority, excluding regulations requiring board or commission approval.

Requires the Office of the Governor to submit a report to the General Assembly within 12 months of each regulatory review process detailing which regulations were eliminated or modified.

Authorizes the Office of the Governor to issue guidelines to assist agencies in implementing the review process, including coordination of review periods and notice requirements.
