Creates the Wilmington Education Improvement Commission (WEIC) with 23 voting members including legislators, school board representatives, charter school representatives, students, parents, teachers, and community leaders to advise on education improvements in Wilmington and high-poverty schools statewide.

Designates the Governor to appoint a Chairperson and two Vice-Chairpersons based on criteria including being a parent of a Wilmington public school student, a school board official, or a community leader.

Requires WEIC to hold at least 6 public meetings annually and form standing committees on redistricting, charter schools, low-income and English language learner students, and funding.

Mandates WEIC to develop transition and resource implementation plans by December 31, 2015, for the State Board of Education, Governor, and General Assembly approval regarding school district realignment and related services.

Establishes WEIC operations staffed by the University of Delaware's Institute for Public Administration, with commission operations concluding by June 30, 2021.
