• Establishes Chapter 25A in Delaware Code authorizing competent, terminally ill adults (with 6-month life expectancy) to request medication to end their life in a humane and dignified manner.

• Requires multiple safeguards: initial oral request, 15-day waiting period, written request witnessed by two qualified individuals, confirmation by consulting physician, and psychiatric evaluation if indicated.

• Mandates attending physicians inform patients of diagnosis, prognosis, medication risks, probable outcomes, and feasible alternatives including comfort care, hospice, and pain management before prescribing.

• Permits patients to rescind requests at any time without affecting their mental state assessment, and allows physicians to dispense medication directly or through pharmacies with patient consent.

• Provides immunity from civil, criminal, and professional disciplinary action for persons participating in good faith compliance; permits health care facilities to prohibit participation on premises with prior written notice; effective 6 months after enactment.
