Authorizes the Department of Natural Resources and Environmental Control to use or provide hunting, fishing, and trapping license information (excluding Social Security numbers) to contractors for recruiting and retaining hunters, trappers, and anglers and sustaining license sales.

Requires any contractor receiving license information to sign a confidentiality agreement prohibiting release, transfer, or use of the information for any purposes other than those authorized.

Applies the same licensing information provisions to nonresident hunting and fishing licenses under Title 7 of the Delaware Code.

Authorizes the Department to use or provide vessel registration information to contractors for recruiting and retaining boaters and sustaining registration sales, with identical confidentiality agreement requirements.

Makes technical corrections to existing law to conform to the Delaware Legislative Drafting Manual guidelines.
