Addresses a practical issue where the Board had to table numerous applications in 2013 and 2014 due to insufficient attendance to meet the 12-member voting threshold.

Maintains all existing criteria for waiving requirements, including findings on applicant qualifications, public safety, and conditions related to felony and misdemeanor convictions.
