Provides 12 weeks of paid leave for full-time state employees and school district employees who have worked for at least one year upon birth or adoption of a child 6 years of age or younger.

Allows both biological and adoptive parents to utilize the paid leave benefit, with the entitlement expiring 12 months from the date of birth or adoption.

Permits full-time and part-time employees, regardless of tenure, to use accumulated sick leave for birth or adoption of children 6 years of age or younger.

Maintains existing unpaid leave provisions for employees adopting children over 6 years of age (6 weeks unpaid leave under current law).

Aims to support parent-child bonding, breastfeeding establishment, infant health development, and reduce employee turnover by providing paid family leave.
