Requires the Superior Court to withhold certificates of election from candidates until they have paid all fines assessed by the Commissioner of Elections for failure to file required campaign finance reports.

Prohibits individuals from being candidates in future elections until they have filed all previous required campaign finance reports and paid all previously assessed fines.

Reduces the appeal period for candidates to contest late report fines from 30 days to 15 days, and requires the Commissioner to notify candidates of incomplete or tardy reports within 1 business day instead of immediately.

Requires the Commissioner to publish on the Department of Elections website the names of candidates who wilfully neglected to file reports, were assessed fines, or were reported to the Office of the Attorney General, including the fine amounts.

Clarifies that the Commissioner must notify the Attorney General if a tardy report remains unfiled within 30 days of either the Commissioner's determination that tardiness was not due to reasonable cause or the expiration of the appeal period.
