Replaces outdated eligibility criteria for burial at the Delaware Veterans Memorial Cemetery with standards established by the U.S. Department of Veterans Affairs National Cemetery Administration (NCA Directive 3210).

Allows the Commission to impose a residency requirement for interment in the Delaware Veterans Memorial Cemetery while conforming to federal NCA standards.

Eliminates detailed state-specific eligibility provisions related to Delaware residency duration (10 years), Delaware National Guard service (20 years), and references to Merchant Marines.

Maintains provisions requiring no burial fees for eligible veterans or armed forces members and allowing the Commission to establish reasonable fees for immediate family members.

Ensures compliance with federal NCA requirements to maintain state cemetery funding and authorization.
