Allows condominium and cooperative association bylaws to require unit owners to designate the association as a third party to receive utility service termination notices from gas or electricity providers.

Requires gas and electricity utilities to maintain a voluntary third party notification program allowing customers to designate a third party to receive termination notices, with the third party not held liable by the utility.

Directs the Common Interest Community Ombudsman to create a model bylaw form for designating associations as third party notification recipients and to disseminate related information on the Office's website.

Takes effect 60 days after enactment.
