Extends driver's license eligibility to persons receiving special education services under an active Individualized Education Program (IEP) up to age 22, matching provisions previously available only to ages 16-18.

Allows IEP recipients to obtain a Level 1 Learner's Permit between ages 16-22 and a Class D operator's license between ages 17-22 under the same sponsor requirements as other minors.

Permits IEP recipients to obtain a Driver Education Learner's Permit before age 22 and to waive certain testing requirements to obtain a Class D license if they meet §2710(d) qualifications.

Requires driver education teachers to administer written and road skill examinations to IEP-enrolled students until age 22, with successful completion resulting in a High School Driver Education Certificate valid for 6 months.

Takes effect 180 days after enactment.
