Amends Delaware Code Title 22, Section 111 to permit municipal governments to adopt ordinances regulating firearms, ammunition, components of firearms, and explosives in police stations and municipal buildings.

Requires that restricted areas in municipal buildings and police stations be clearly marked with conspicuous signs at each entrance specifying possession restrictions.

Allows persons to immediately forgo entry or exit a building without penalty if they are carrying firearms, ammunition, components, or explosives.

Exempts from restrictions law enforcement officers, licensed concealed carry permit holders, federal officers, and employees of banks and carriers engaged in protection of valuables.

Prohibits municipal ordinances from restricting these items in parking facilities and permits municipalities to establish penalties for intentional violations.
