Creates criminal penalties for knowingly operating unmanned aircraft systems over sporting events with more than 1,500 attendees, critical infrastructure, or active first responder incidents.

Defines "unmanned aircraft system" as a powered aerial vehicle without a human operator that uses aerodynamic forces for lift and can fly autonomously or remotely.

Establishes exemptions for law enforcement use, operations with property owner permission, higher education institutions complying with Federal Aviation Administration regulations, and FAA-authorized commercial operators.

Penalizes unlawful UAS use as an unclassified misdemeanor for first offense, class B misdemeanor for subsequent offenses, and class A misdemeanor if physical injury or property damage results.

Grants exclusive regulatory authority to the State over unmanned aircraft systems testing and operation, preempting all county and municipal ordinances on the subject.
