Expands the definition of "Safe School and Recreation Zone" under Title 11 of Delaware Code to include parks and parkland used for recreation.

Adds "park" and "recreation area" to the types of facilities covered under the safe zone statute for criminal weapon possession charges.

Includes parkland as defined in Delaware Code Title 9, Section 8110(a)(2), which covers real property dedicated for recreational purposes and open to the public or specific communities without charge.

Applies criminal penalties for possession of weapons in safe school and recreation zones to a broader range of public recreational spaces beyond just buildings and athletic facilities.
