Amends Section 29(a)(10) of Milton's Charter to remove a 50-foot setback requirement for construction near water bodies and clarifies that the town must comply with state and federal provisions for waterfront projects.

Replaces the fixed $1,000,000 annual tax limit in Section 29(a)(26) with a new limit of 0.5% of assessed value of all taxable real estate and improvements within the town.

Removes a 50% cap on transfer taxes in Section 29(a)(27) and clarifies that transfer taxes must comply with Chapter 16, Title 22 of the Delaware Code.

Section 1 (waterfront provisions) takes effect upon adoption of a protective buffer for Milton, while Sections 2 and 3 (tax changes) take effect immediately upon enactment.
