Establishes the "Donate Life Delaware Registry" as the official donor designation database integrated with the Department of Transportation's driver's license system, allowing 24/7 access by organ procurement organizations.

Requires hospitals to contact organ procurement organizations to determine donation suitability for all deceased patients (removing prior age 75 limit) and establishes protocols for timely donor determination and family notification.

Clarifies procedures for anatomical gifts when deaths are under medical examiner investigation, allowing organ recovery while preserving forensic evidence and requiring examiner collaboration.
