Establishes four new voluntary donation funds on Delaware personal income tax returns: Habitat for Humanity of New Castle County Fund, Central Delaware Habitat for Humanity Fund, Sussex County Habitat for Humanity Fund, and Food Bank of Delaware Fund.

Allows taxpayers claiming a refund to designate $1.00 or more to be deducted from their refund and transferred to one of the four organizations.

Allows taxpayers with an income tax liability to voluntarily add a donation of $1.00 or more to their tax payment to be transferred to one of the four organizations.

Requires the Division of Revenue to provide a space on Delaware income tax return forms for taxpayers to voluntarily designate contributions to these funds.

Requires the Division of Revenue to calculate total designated amounts and transfer funds to the respective organizations.
