Reduces the minimum seating capacity requirement for a "motorsports speedway" from 75,000 seats to 5,000 seats in the definition under Delaware Code Title 4, Chapter 1.

Allows motorsports speedways to permit patrons to bring alcoholic beverages inside the facility for personal consumption, provided patrons have valid admission tickets and are of lawful drinking age.

Exempts motorsports speedways from being required to maintain licenses under § 554 of Title 4 in order to permit patrons to bring their own alcoholic beverages into the facility.

Permits motorsports speedways to restrict which portions of the facility patrons may access while consuming their own beverages.

Allows motorsports speedways to operate under their own license while using premises of a horse racetrack license holder, provided the two license holders do not use the same space simultaneously and do not commingle inventory.
