Consolidates and standardizes qualification requirements for security guards, private investigators, armored car guards, and their business licensees by requiring uniform criminal history standards across all positions.

Allows licensing of individuals with up to 2 misdemeanor convictions for theft-related offenses, drug offenses, or moral turpitude if convictions occurred more than 7 years ago and did not occur during regulated employment.

Disqualifies juveniles adjudicated delinquent for felony-level conduct from licensure until they reach age 21.

Changes armed forces discharge disqualification from "other than honorable" to "dishonorable" only.

Requires current Banking Commissioner licensing for armored car guard business licensees under Title 5, Section 3203.
