Reorganizes and clarifies assault in the second degree (Class D felony) under Delaware Code Title 11, Section 612(a) by restructuring existing provisions and adding new categories of protected persons.

Adds assault against ambulance operators, rescue squad members, licensed practical nurses, registered nurses, paramedics, and licensed medical doctors while performing work-related duties as a Class D felony offense.

Expands protection for persons rendering emergency care by creating separate provisions distinguishing between healthcare workers performing work duties and any other person providing emergency assistance.

Renumbers existing assault provisions from subsections (4)-(11) to (4)-(12) to accommodate new categorizations of protected persons and circumstances.

Maintains Class C felony penalty for assaulting law enforcement officers, security officers, firefighters, paramedics, or emergency medical technicians using electronic control devices during lawful performance of duties.
