Requires law enforcement agencies to submit seized or recovered firearms to the National Crime Information Center System and ATF E-Trace System when the firearm was unlawfully possessed, used in a crime, recovered from a crime scene, or reasonably believed to be associated with criminal activity.

Mandates test-firing of all seized firearms and submission of ballistics results to the National Integrated Ballistics Identification Network as soon as practicable to determine association with crimes or criminal events.

Requires law enforcement agencies to submit ballistics information from recovered spent shell casings to the National Integrated Ballistics Identification Network as soon as practicable when the casings are related to crime scenes or unlawful firearm discharge.

Directs the Department of Safety and Homeland Security, in cooperation with the Department of Justice, to develop and establish a statewide standard protocol for recovery and forensic processing of firearms and firearm-related evidence.

Establishes state policy for law enforcement agencies to fully employ electronic technology and interjurisdictional information sharing programs to deter and solve gun crimes.
