Requires all group, blanket, and individual health insurance policies delivered or renewed in Delaware to cover in vitro fertilization services for persons who are genetic carriers of spinal muscular atrophy or cystic fibrosis along with their partner.

In vitro fertilization coverage must be provided to the same extent as other pregnancy-related benefits.

Applies to coverage offered by health insurers, health service corporations, and managed care organizations.

Allows religious employers to request and receive an exemption from the coverage requirement if it conflicts with their bona fide religious beliefs and practices, provided they give employees reasonable and timely notice.

Addresses genetic conditions where both parents are carriers, which carry a 25% chance of passing the disease to offspring.
