Allows licensed Farm Wineries, Brewery-pubs, Microbreweries, Craft Distilleries, and qualifying out-of-state suppliers to obtain permits for selling alcoholic beverages at farmers' markets and agricultural themed events.

Permit holders may conduct product tastings limited to 1 ounce of beer/mead/wine or 0.5 ounces of spirits, with no more than 5 samples per person per day.

Permit holders may sell sealed containers for off-premises consumption with daily limits of 200 liters for beer/wine/mead and 100 liters for spirits.

Requires a biennial permit fee of $100 plus a $5 fee per event, with permit holders responsible for excise taxes and sales reporting.

Requires the Department of Agriculture to certify events as qualifying farmers' markets or agricultural themed events, and host approval is required for alcohol sales.
