Adds a new third priority category for school choice admissions: students with permanent medical conditions or disabilities accompanied by ongoing risk of medical emergency whose parents/guardians/caregivers can respond faster to emergencies at the selected school.

Renumbers existing priority categories so that siblings of enrolled students become the fourth priority (previously third) rather than third priority.

Maintains existing priority order: returning students (first), students in feeder pattern area (second), then the new medical condition priority (third), then siblings (fourth).

Allows districts to subsequently prioritize students by choice ranking, district residence, and children of school employees before using lottery process for remaining applicants.
