Appropriates $43,005,700 in grants-in-aid for Fiscal Year 2016 across four main sections: government units/senior centers ($20,828,628), community agencies ($15,981,879), fire companies ($5,889,906), and veterans organizations ($305,287).

Establishes eligibility criteria for grant recipients including non-profit incorporation status, active boards of directors, non-discriminatory practices, annual audits, and prohibition on using funds for political campaigns, lobbying, or child day care.

Requires grant recipients to submit financial information and quarterly expenditure statements; permits withholding or delaying payments for non-compliance, failure to pay taxes, or expending funds for unauthorized purposes.

Modifies the Fiscal Year 2016 operating budget for the Department of Transportation with $5,000.0 million in spending authority for E-ZPass operations and adjusts appropriations for emergency medical services paramedic programs.

Directs the Department of Transportation to explore implementing a taxi-style vehicle program for paratransit services and designates the International Baccalaureate Program at John Dickinson High School as a magnet program.
