Establishes the Statewide Afterschool Initiative Learning Program to provide grants to low-socioeconomic public schools for afterschool programs that include homework assistance, enrichment activities, and nutrition.

Programs must provide at least 1 hour of homework assistance and 1 hour of enrichment daily, operate 3+ hours per day for 4-5 days per week during the school year, and serve students in kindergarten through 10th grade.

Requires certified teachers (at least 1 per 10 students) supported by education majors and paraprofessionals, with transportation provided for participating students.

Creates the Statewide Afterschool Initiative Learning Council with 13 members including the Secretary of Education, school administrators, nonprofit representatives, and legislative committee chairs to provide guidance and recommendations for program implementation.

Programs must measure effectiveness through school attendance, grades, and at least one additional metric such as standardized test scores, behavior evaluations, criminal justice records, or homework completion, with annual reporting required to the Department of Education.
