Authorizes the Judiciary to expend unencumbered balances from Account 02-00-00-30004 for preliminary costs related to land acquisition, planning, and design of downstate Family Court facilities in Georgetown and Dover pursuant to Section 35 of the FY 2016 Bond and Capital Improvements Act.

Permits the Judiciary, in coordination with the Division of Facilities Management and Office of Management and Budget, to expend unencumbered balances from Account 02-02-10-20325 for capital investments related to appraisal and purchase of property in Wilmington for New Castle County Courthouse long-term space needs.

Authorizes the Delaware Department of Transportation to use Community Transportation Funds for one-time reimbursements of $30,000 each to Citizens Hose Company #1, Incorporated and David C. Harrison American Legion Post #14 for sign improvement projects.

Amends Section 24 of the FY 2016 Bond and Capital Improvements Act to allow $400,000 from the Community Redevelopment Fund to be allocated to either or both the Jackson Street Boys and Girls Club and H. Fletcher Brown Boys and Girls Club for renovation projects, with funding decisions made by the Joint Legislative Committee Co-Chairs and projects required to commence by March 15, 2016.
