Raises the limit on political party contributions to House of Representatives candidates from $3,000 to $5,000, matching the State Senate contribution limit.

Increases the individual contribution limit to a political party from $20,000 to $30,000 during an election period.

Establishes quarterly reporting periods (March 30, June 30, September 30, December 31) for political committees and eliminates the 30-day pre-election reporting requirement while retaining the 8-day pre-election report.

Modifies third-party advertiser reporting to apply to the shorter of either the election period or the 2 years preceding the expenditure, raising the reporting threshold at $500 in aggregate expenditures.

Takes effect January 1st following enactment into law.
