Requires constables levying goods and chattels under execution to appraise values using readily obtainable reliable industry sources when available (such as Kelly Blue Book for automobiles).

Allows constables to use their training and experience to appraise goods when no industry standard valuation source is available.

Directs Justice of the Peace Court to establish rules and policies governing the sale process, including minimum bid requirements and other measures to ensure fair value sales.

Applies these appraisal and sale conduct standards to goods seized by execution issued by a Justice of the Peace Court.
