Adds requirement that reported bullying instances must be "recorded and substantiated" (not just "reported and recorded") to qualify as good cause for withdrawing from choice or charter schools before minimum enrollment periods expire

Applies substantiation requirement to Chapter 4 (§402 and §407) provisions governing inter-district choice school transfers and minimum 2-year enrollment periods

Applies substantiation requirement to Chapter 5 (§506) provisions governing charter school enrollment with minimum 1-year enrollment periods

Preserves bullying as a valid reason for early school withdrawal while requiring verification to prevent exploitation of the exception for unrelated reasons
