Adds violations of county or municipal code to the list of offenses eligible for probation before judgment, which previously applied only to state code violations and specific motor vehicle offenses.

Prohibits probation before judgment if the defendant has a previous conviction of another county or municipal code violation within 5 years of the alleged offense.

Clarifies that probation before judgment for county or municipal code violations cannot be granted for offenses that would be ineligible under the corresponding state code provisions.

Adds a new ineligibility criterion: defendants charged with motor vehicle offenses who hold a commercial driver's license (CDL) are barred from probation before judgment.

Maintains all existing requirements and conditions for probation before judgment, including the defendant's written consent, address reporting obligations, and the 5-year eligibility restrictions for prior state code convictions.
