Expands the definition of disciplinary actions that prevent student re-enrollment to include placement in alternative schools for discipline without expulsion, in addition to expulsion.

Requires school districts and charter schools to contact the student's last enrolled school to verify current expulsion or placement orders before accepting transfer applications.

Holds the previous school district financially responsible for student costs if it fails to respond to written enrollment verification requests and the student is later found to be under an active expulsion or placement order.

Requires disenrollment of students discovered to be under active expulsion or placement orders after enrollment, with the original school district bearing the cost of services provided.

Maintains existing exemptions allowing students to enroll in James H. Grove High School or alternative educational programs designed for students with discipline problems regardless of expulsion or placement status.
