Consolidates nuisance regulation authority in Section 18.2 of the Town of Wyoming charter and removes redundant provisions from Section 22, which is reserved.

Expands the Town's definition of unsanitary conditions to include properties lacking proper and active sewer, water, and electric connections when such services are available.

Authorizes the Town to recover enforcement costs including reasonable attorney's fees and court costs from property owners or entities causing or permitting nuisances or unsanitary conditions.

Raises the annual taxation limit for the Town from $600,000 to $1,500,000.

Clarifies that the Mayor's failure to present ordinance violations to Council does not invalidate enforcement actions taken by the Town.
