Expands the definition of "School" in Delaware Code § 1112 to include licensed child care facilities regulated by the State of Delaware Office of Child Care Licensing.

Maintains existing prohibitions for sexual offenders to reside within 500 feet of school property (Class G felony) or loiter within 500 feet of school property (Class F felony).

Defines "loiter" to include standing, sitting idly, or remaining near school property without legitimate reason, or doing so for purposes of soliciting sexual activity, sexual contact, or indecent exposure.

Extends these residency and loitering restrictions to licensed child care centers that are not traditional schools but serve children under 16 years of age.
