Limits overpayment recovery efforts to 24 months from the original payment date, except in cases of suspected fraud, self-insured plan requests, or state/federal government plan requirements

Applies to all health insurers including insurance companies, health service corporations, HMOs, managed care organizations, and third-party administrators

Takes effect 90 days after enactment
