Changes telemarketing registration from a filing system to a certificate of registration system issued by the Director of the Consumer Protection Unit.

Requires registrants to renew certificates at least 30 days before expiration rather than filing annual renewals by July 1.

Adds new section 2510A establishing grounds for the Director to deny, revoke, or refuse renewal of certificates, including material false statements, prior revocations, criminal convictions for fraud or theft, and violations of telemarketing laws.

Requires registrants to notify the Director within 30 calendar days of any material change in registered information, removing the prior requirement to file amendments upon discovery.

Maintains existing $50,000 surety bond or letter of credit requirement and $100 administrative fee for registration applications.
