Allows collective bargaining for state merit employees in classified service (excluding higher education) to commence when a majority of employees in each bargaining unit are represented, rather than requiring all eligible employees to be represented.

Establishes 12 defined bargaining units for compensation negotiations including labor/maintenance workers, patient care workers, social services, administrative support, professionals, law enforcement, correctional officers, and scientists/medical professionals.

Requires bargaining to commence by July 1 prior to expiration of current collective bargaining agreements, with mandatory mediation if agreement is not reached by September 1.

Expedites union certification elections to be conducted within 60 days of board order, and allows employer voluntary recognition of unions with verified majority authorization within 12 months.

Takes effect January 1, 2017.
