Creates a special license plate for recipients of the Bronze Star without valor (without the "V" device) who served in the United States Armed Forces.

Applies to private passenger vehicles, trucks with 3/4-ton or less manufacturer's rated capacity, and vans with 3/4-ton or less manufacturer's rated capacity.

Requires a one-time $10 administrative fee for the original application in addition to standard annual registration fees, with funds used for plate promotion and Department of Motor Vehicles administration.

Limits issuance to one plate per applicant and uses license plates with the letter "M" numbered consecutively starting with "1".

Allows a surviving spouse to transfer the plate to their own qualifying vehicle at no additional fee upon the recipient's death; if no spouse exists, the estate representative must return the plate within 90 days.
