Requires contractors and subcontractors on state-funded public works projects to employ a minimum of 30% of workers from the Representative District where the project is located, or if unavailable, from the county where the project is located.

Mandates that at least 5% of workers on covered projects be eligible Delaware veterans who have been discharged under honorable conditions, with the same worker able to count toward both requirements.

Requires all contractors and subcontractors to participate in an apprenticeship program prior to bidding on large public works projects subject to prevailing wage requirements under Title 29.

Obligates public entities to require or negotiate project labor agreements on a project-by-project basis considering project size, complexity, and cost, with disputes resolved through a Governor-appointed designee if parties cannot agree.

Takes effect January 1, 2017.
