Creates Chapter 30J of Title 16 (Delaware Code) establishing a state tick control program under the Department of Natural Resources and Environmental Control.

Authorizes the Department to enter public lands to survey tick-infested areas, identify tick-host animals, manage vegetation, and implement control actions including selective acaricide use and biological controls.

Requires the Department to coordinate with public land owners/managers, obtain necessary federal and state permits, perform environmentally responsible actions, and educate landowners about tick control practices.

Permits the Department to enter private property with written owner approval for tick-related scientific research, surveys, habitat identification, and providing tick control advice.

Directs the Department to develop and implement a statewide Integrated Pest Management strategy for tick control on public lands, with authority to promulgate implementing regulations at the Secretary's discretion.
