Establishes an automatic lien on monetary awards (settlements, judgments, workers' compensation) for obligors with past due child support of 30+ days, excluding the first $1,000 of the award.

Requires the Division of Child Support Enforcement to maintain and publish an alphabetical list of all obligors subject to child support liens on its website.

Mandates attorneys and insurers distribute awards to check the obligor list before releasing funds and redirect any child support arrearages to the state disbursement unit.

Provides immunity from civil, criminal, and administrative penalties to attorneys and insurers who distribute funds according to the list requirements.

Applies only to obligees who were at least 18 years old at the time of the cause of action resulting in the monetary award.
