Requires the Secretary of the Department of Health and Social Services to immediately notify the Governor and Secretary of the Department of Safety and Homeland Security of any refugee selected for resettlement in Delaware who has lived in the preceding 5 years in a country designated by the U.S. Secretary of State as supporting acts of international terrorism.

Notification must be provided by written or electronic means and include identifying information about the refugee and their selected resettlement location in Delaware, unless prohibited by federal law.

Applies to countries designated as state sponsors of terrorism under the Export Administration Act of 1979, the Foreign Assistance Act of 1961, or the Arms Export Control Act.

Designates the Delaware Refugee Coordinator to work with the Department of Health and Social Services on implementing these notification requirements.
