Expands basic special education funding to kindergarten through grade 12, changing from the previous grades 4-12 scope.

Maintains the basic special education unit ratio at 1 unit per 8.4 students, with partial unit funding available for 1-8.4 students.

Applies the same provisions to K-12 basic special education units as previously applied to grades 4-12, including coverage under the 98% rule and designation as teacher/instructional units.

Becomes effective beginning with the fiscal year after enactment, allowing earlier identification and intervention for students with basic special education needs in kindergarten through grade 3.
