Increases subsequent offense penalties from $100-$200 range to $200-$300 range

Allocates $20 per $100 penalty assessed to the Volunteer Ambulance Company Fund, in addition to existing $10 penalty under Title 11 §4101(j)

Allocates 20% of penalties between $200-$300 to the Volunteer Ambulance Company Fund, in addition to existing $10 penalty

Removes provision that violations could be excluded from driving records for non-commercial vehicle operators; violations no longer receive motor vehicle points
