Amends § 3981 of Title 12 of the Delaware Code to change when the Public Guardian's 6-year term begins.

Changes the term start date from "date of appointment" to "date of swearing in" for the Public Guardian position.

Allows a transition period between appointment and swearing in, permitting the current Public Guardian or interim appointee to continue serving until the newly appointed guardian is ready to assume duties.

Maintains all other qualifications and responsibilities of the Public Guardian, including serving as an attorney licensed in Delaware and Executive Director of the Delaware Guardianship Commission.
