Directs the Controller General to prepare a cost estimate for including abuse deterrent formulation technologies for opioid medications in the State Employee Health Plan and Medicaid formulary coverage

Requires the cost estimate to be submitted to the General Assembly by May 1, 2016

Addresses Delaware's drug overdose crisis, noting the state had the 42nd highest drug overdose mortality rate in the United States in 2014

Recognizes that most drug overdose deaths in Delaware result from abuse and misuse of opioids

Supports new technologies that prevent opioid pain medications from being altered to facilitate illegal use while maintaining access for patients with legitimate pain management needs
