Establishes a one-time fee of no more than $100 for all applicants seeking an educator's first license in Delaware.

Reimburses the $100 fee for any applicant who becomes employed as a teacher in a Delaware public school.

Deposits fee revenue into the General Fund, except $90,000 annually retained by the Department in a special fund for educator reimbursements.

Requires the Department to promulgate rules and regulations subject to State Board of Education approval.

Takes effect 90 days after enactment.
