Creates the "Special Law Enforcement Assistance Fund Committee" (SLEAF Committee) to review and make recommendations on proposed expenditures from the Special Law Enforcement Assistance Fund, though recommendations are not binding on the Attorney General, Director of Office of Management and Budget, or Controller General.

Establishes procedures allowing applicants to submit applications they believe would be exempt from public disclosure under Title 29, Chapter 100, with a 10-day withdrawal period if the SLEAF Committee determines the application is not exempt.

Changes records, applications, and reports from being "exempt from disclosure" to being "subject to" Chapter 100 of Title 29, with allowances for redactions permitted by that chapter.

Removes the requirement that the Attorney General's annual report to the Joint Finance Committee be confidential, making it available to committee leadership.

Takes effect 90 days after enactment and applies only to applications submitted after the effective date.
