Removes the requirement that the Department of Transportation market excess real property for 12 months on the open market before proceeding to absolute auction.

Allows the Department to proceed directly to absolute auction for any price after an acceptable bid is not received at the initial public auction sale, subject to approval from the Controller General and Director of the Office of Management and Budget.

Changes the deadline for the Department's annual real property report from December 31st to March 31st to allow additional time for compiling required information.

The annual report must identify all properties held for projects, surplus/excess properties, acquisition dates, purchase prices, previous owners, disposal actions taken, and fair market values.
